Section 181 — Veterans' Entitlements Act 1986: Powers of Commission

(1) The Commission has power to do all things necessary or convenient to be done for, or in connection with, the performance of its functions, duties and powers. (2) The generality of subsection (1) shall not be taken to be limited by any other provision of this Act conferring a power on the Commission. (3) The Commission has power, for or in connection with the performance of its functions: (a) to enter into contracts; (b) to acquire, hold and dispose of real or personal property; (c) to erect buildings and structures and carry out works; and (d) to engage persons to perform services for the Commission. (4) The Commission may engage a person under paragraph (3)(d) even if the contract under which the person is engaged provides benefits to the person that are normally provided only to persons who are engaged as employees. (5) Where a person is engaged under paragraph (3)(d) and the contract under which the person is engaged provides benefits to the person that are normally provided only to persons who are engaged as employees, the contract shall, for the purposes of this Act and any other law of the Commonwealth be taken to be a contract for the performance of services and not a contract of employment.
