23 When access to workplaces may be denied on religious grounds A representative of a union may be denied access to a workplace if— (a) all the employees employed in the workplace are employed by an employer who holds a current certificate of exemption issued under section 24 ; and (b) none of the employees employed in the workplace is a member of a union; and (c) there are no more than 20 employees employed to work in the workplace.
