13 Statement as to state of negotiations (1) The appropriate service organisation and the Commissioner must each provide the arbitrating body with a signed statement as to— (a) the state of the negotiations; and (b) the issues in dispute, identifying the matters that may be fixed under section 67(3). (2) The statement must indicate, among other things, whether or not a partial settlement has been reached.
