21 Statement as to state of negotiations The appropriate service organisation and the Commissioner must each provide the arbitrating body with a signed statement as to— (a) the issues in dispute in accordance with clause 19; and (b) the position on those issues of the party providing the statement; and (c) full particulars of the final offer being made by the party providing the statement.
