7 Proceedings to continue on change in Tribunal (1) Where any change takes place in a member constituting the Tribunal (including by reason of any vacancy in the membership of the Tribunal), any proceedings then in progress do not abate and are not affected, but are to continue and are to be dealt with by the Tribunal as if no change had taken place. (2) However, the Tribunal may, in its discretion, require evidence to be reheard where necessary.
