189 Registrar may require surrender of instruments affecting title (1) The Registrar may at any time require every person having possession or control of any instruments constituting or in any manner affecting the title to the land the subject of an application to surrender the same to the Registrar. (2) Every person who refuses or neglects to surrender any such instrument within a reasonable time after being duly required to do so commits an offence against this Act, and shall be liable on summary conviction to a fine not exceeding $10 for every day during which the refusal or neglect is continued. (3) The Registrar shall not deliver any certificate of title under the provisions of this Part of this Act to the person entitled to that certificate until all instruments constituting or in any manner affecting the previous title of the applicant, and being in the possession or under the control of the applicant, have been surrendered to the Registrar.
