13 Court may make recommendations instead of order (1) On an application for the exercise of a Court's jurisdiction under this Part of this Act, the Court may, instead of making any order under sections 10 to 12 of this Act, make such recommendations as it thinks fit relating to the course of action that it considers should be followed by the parties or any of them or by the person in respect of whom the application is made. (2) In any case to which subsection (1) of this section applies, the Court shall formally dismiss the application but shall reserve leave to the parties and the person in respect of whom the application is made to apply to the Court for directions relating to the implementation of any of the Court's recommendations. (3) No recommendation made under this section shall be binding on any person.
