95 Proceedings usually to be in public (1) Except as provided in subsection (2) of this section, the proceedings of the Tribunal shall be conducted in public. (2) The Tribunal may, on the application of any party to the proceedings, and after having due regard to the interests of the parties and to the public interest, order that the whole or any part of the hearing shall be held in private. (3) The Tribunal may, on the application of any party to the proceedings, and after having due regard to the interests of the parties and to the public interest, make an order prohibiting the publication of any report or description of the proceedings or of any part of the proceedings at any hearing before it (whether held in public or in private); but no such order shall prohibit the publication of any decision of the Tribunal. (4) Notwithstanding any order made under subsection (3) of this section, the Tribunal may permit a report or description of the proceedings or of any part of the proceedings to be included in any publication that is of a bona fide professional or technical nature.
