Failure to give, or giving false, name and address in case of reckless or careless or inconsiderate driving or cycling. 168 Any of the following persons—

a the driver of a mechanically propelled vehicle who is alleged to have committed an offence under section 2 or 3 of this Act, or b the rider of a cycle who is alleged to have committed an offence under section 28 or 29 of this Act, who refuses, on being so required by any person having reasonable ground for so requiring, to give his name or address, or gives a false name or address, is guilty of an offence.
